In short: Abbottabad and the rest of the Hazara region are supplied by HAZECO, Pakistan’s newest distribution company. It took over from PESCO on 1 July 2025. HAZECO is listed on both the PITC Net Billing Portal (nmp.pitc.com.pk) and the ENC portal (enc.com.pk), so Hazara consumers apply for net billing and load extension there, selecting HAZECO, not PESCO.

A south-facing 10 kW system in Abbottabad produces about 43 units a day, around 15,600 units a year, if the roof is not shaded by hills or buildings. Net billing for a 10 kW system with Solar Net Metering costs Rs 200,000 for HAZECO consumers.

Last updated: 21 September 2026. Based on HAZECO’s official website, the PITC and ENC portals, the NEPRA (Prosumer) Regulations 2026 and PVGIS solar data. Sources are listed at the end.

What is HAZECO?

The Hazara Electric Supply Company Limited (HAZECO) was established on 6 January 2023 by separating the Hazara region from PESCO. According to HAZECO’s website, it began independent operations on 1 July 2025 and supplies electricity across the eight districts of the Hazara region in Khyber Pakhtunkhwa. Its head office is on College Road in Abbottabad. The region includes districts such as Abbottabad, Haripur and Mansehra.

If you connected your solar system or applied before the split, your bill may have said PESCO then. For new applications, use the company named on your current bill.

Solar in hilly Hazara: what to plan for

How to apply for net billing with HAZECO

  1. Check your bill for sanctioned load and phase. Net billing needs a three-phase connection and a sanctioned load of at least 5 kW, and the solar system cannot be bigger than that load.
  2. Extend your load on enc.com.pk if needed. HAZECO is listed among the companies served by the ENC portal.
  3. Check the transformer with “Check Transformer Overloading” on nmp.pitc.com.pk. Solar on a transformer may not exceed 80% of its rating.
  4. Apply for net billing on the PITC portal, as a consumer or through your installer, selecting HAZECO.
  5. Agreement, demand notice and meter. HAZECO signs the agreement, issues the estimate for interconnection and metering, and installs the bidirectional meter after payment. Systems up to 25 kW no longer need NEPRA’s concurrence (S.R.O. 1320(I)/2026); larger systems still need it before billing starts.

Track your application under “Search Application” on the portal, with HAZECO selected. HAZECO’s website also lists a consumer guide to solar net metering as upcoming. For the rules behind each step, read our complete guide to net billing in Pakistan.
