NEPRA has amended its Prosumer Regulations through S.R.O. 1320(I)/2026: solar systems of 25 kW or less no longer need NEPRA’s concurrence. The distribution company now approves these applications directly.

What happened

Under the Prosumer Regulations notified in February 2026, every solar connection needed NEPRA’s concurrence after the distribution company had reviewed the case and signed the agreement, and billing could start only after that concurrence. The August amendment removes that step for small systems: consumers installing solar of up to 25 kW no longer need separate approval from NEPRA, and applications are processed by the relevant distribution company.

It follows an earlier change in April 2026, when NEPRA abolished the licence and fee for the same systems.

What still applies

What it means for you

For almost every home, one approval step has gone, which should shorten the wait between signing your agreement and the start of net billing. Our step-by-step guides for LESCO, IESCO, FESCO and K-Electric explain the rest of the process.

Buy fewer units from the grid. Solar Net Metering designs solar systems for your own use and handles net billing across Pakistan: 10 kW net billing costs Rs 160,000 with LESCO and K-Electric, and Rs 200,000 with the other distribution companies.
