In short: Peshawar is supplied by PESCO. Net billing applications go through the PITC Net Billing Portal (nmp.pitc.com.pk) with PESCO selected, and load extension is on the main ENC portal (enc.com.pk).
Pick the right company when you apply. Since 1 July 2025, the Hazara region, including Abbottabad, has been served by HAZECO, not PESCO, and the tribal districts are listed separately on the portal as TESCO.
A south-facing 10 kW system in Peshawar produces about 42 units a day, around 15,400 units a year. Net billing for a 10 kW system with Solar Net Metering costs Rs 200,000 for PESCO consumers.
Last updated: 21 September 2026. Based on the PITC Net Billing Portal and its installer guidelines, the ENC portal, HAZECO’s official website, the NEPRA (Prosumer) Regulations 2026 and PVGIS solar data. Sources are listed at the end.
PESCO, HAZECO or TESCO: which one are you?
Khyber Pakhtunkhwa now has more than one distribution company, and applying under the wrong one delays your case.
- PESCO serves Peshawar and much of Khyber Pakhtunkhwa.
- HAZECO (Hazara Electric Supply Company) began independent operations on 1 July 2025, after separating from PESCO. It serves the eight districts of the Hazara region, with its head office in Abbottabad. See our HAZECO net metering guide.
- TESCO is listed as a separate company on both the PITC and ENC portals.
The name on your latest electricity bill tells you which company to select.

Peshawar has a long, strong summer season, with close to 48 to 49 units a day from April to June. Output stays above 40 through July and August, because monsoon cloud affects it less than cities further south-east. Winter is the weak season, at about 36 to 38 units a day. The yearly total of about 15,400 units is close to Islamabad and Abbottabad.
How to apply with PESCO
- Check your connection. Net billing needs a three-phase connection and a sanctioned load of at least 5 kW, and the solar system cannot be bigger than your sanctioned load.
- Extend your load on enc.com.pk if needed. PESCO is served directly by the ENC portal, which has an “Extension of Load (Net metering)” section.
- Check your transformer on nmp.pitc.com.pk with “Check Transformer Overloading”. Solar on a transformer may not exceed 80% of its rating.
- Apply for net billing on the portal, as a consumer or through your installer, with PESCO selected.
- Agreement, demand notice, meter. PESCO signs the agreement, issues the estimate for interconnection and metering, and installs the bidirectional meter after payment. Systems up to 25 kW no longer need NEPRA’s concurrence (S.R.O. 1320(I)/2026); larger systems still need it before billing starts.
The portal also offers downloads of NEPRA’s schedules (II to V), the interconnection agreement, and a published process flow. Together they work as the standard operating procedure people search for as a “PESCO net metering SOP”. Track your case under “Search Application” with PESCO selected.
What PESCO net billing means for your bill
Imported units are charged at your PESCO tariff. Exported units are credited at the national average energy purchase price, reported at roughly Rs 8 to Rs 11 per unit when the rules started. Because exports earn much less than imports cost, the best savings come from using solar power during the day. For a worked example, see our net metering bill explainer; the calculation is the same under PESCO.
