NEPRA has replaced net metering with net billing for new solar users under the Prosumer Regulations 2026 (S.R.O. 251(I)/2026), notified on 9 February. Exported units will be credited at the national average energy purchase price instead of offsetting imported units one for one.

What happened

The new regulations repealed the 2015 net metering rules. As Dawn reported, units supplied by prosumers to distribution companies will be credited at the national average energy purchase price, around Rs 10 per unit for future prosumers, while units supplied to prosumers are billed at the applicable tariff of Rs 37 to Rs 55 per unit before taxes.

Key changes

Later in 2026, NEPRA amended the rules to remove the licence fee for systems up to 25 kW in April, and to remove its approval step for those systems in August. An April amendment (S.R.O. 547(I)/2026) also confirmed that existing net metering consumers keep their terms until their agreements expire.

What it means for you

Solar still pays, but for a different reason: the saving now comes from the units you use yourself, not from the units you export. Our complete guide to net billing in Pakistan explains how bills work and how to apply.

Buy fewer units from the grid. Solar Net Metering designs solar systems for your own use and handles net billing across Pakistan: 10 kW net billing costs Rs 160,000 with LESCO and K-Electric, and Rs 200,000 with the other distribution companies.
